The library's Public Suffix List matcher.
There's exactly one PSL for the whole process - loaded lazily, on first use - so this is a singleton: get the shared instance via instance(), never construct one directly. hostname::suffix()/domain()/etc. use instance().suffix_of(...) internally; is_suffix() is for code that wants to check suffix membership directly, independent of any particular hostname.
